General Flood AdvisoryUnder present weather conditions, At 3:00 PM today, the center of Tropical Depression "IGME" was estimated based on all available data at 530 km East Northeast of Itbayat, Batanes (22.0°N, 126.8°E) with maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving Northwestward at 15km/h. Southwest Monsoon affecting Luzon and Visayas. The 12-hour rainfall forecast is light to moderate rains and thunderstorms. WATERCOURSES STILL LIKELY TO BE AFFECTED : + **Northern Samar** - Rivers and its tributaries particularly Catarman, Bugko, Pambujan, Catubig, Palapag, Mawo and Gamay. + **Leyte** - Rivers and its tributaries particularly Sangputan, Palo, Solano (Quilot), Daguitan Marabang, Cadac-an, Bongquirogon, Salug, Pagbangahan, Pagsangahan and Binahaan. + **Samar** - Rivers and its tributaries particularly Basey, Silanga, Calbiga and Jibatan. + **Southern Leyte** - Rivers and its tributaries particularly Bisay, Himbangan and Pandan. + **Biliran** - All rivers and its tributaries + **Eastern Samar** - Rivers and its tributaries particularly Oras, Dolores, Ulot, Taft, Borongan, Suribao, Llorente, Balangiga and Sulat.People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned still advised to take necessary precautionary measures.

Severe WindsThe wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.The Southwest Monsoon enhanced by IGME will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):Today: Ilocos Region, Batanes, Babuyan Islands, Zambales, and Bataan.Tomorrow (21 September): Ilocos Region, Batanes, Babuyan Islands, Zambales, and Bataan.Sunday (22 September): Ilocos Region, Batanes, Babuyan Islands, and Zambales.24-Hour Sea Condition OutlookModerate to rough seas over the following coastal waters: 1.5 to 3.5 m: The seaboards of Northern and Central Luzon, and the western seaboard Southern Luzon.Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.Up to moderate seas over the following coastal waters:Up to 2.0 m: The remaining seaboards of the countryMariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.TRACK AND INTENSITY OUTLOOKIGME is forecast to move generally west northwestward until Sunday morning (22 September) before turning north northeastward for the rest of the forecast period. On the forecast track, a landfall and passage over Taiwan area is not ruled out. IGME may exit the Philippine Area of Responsibility by Sunday. IGME is forecast to remain as a Tropical Depression and may gradually weaken into a Low Pressure Area by Monday (23 September) early morning.
