In south central Kentucky, Pulaski, Rockcastle and Wayne.In southeast Kentucky, Breathitt, Jackson, Lee, Magoffin, Owsleyand Wolfe.* WHEN...Through Friday evening.* IMPACTS...Excessive runoff may result in flooding of rivers,creeks, streams, and other low-lying and flood-prone locations.* ADDITIONAL DETAILS...- Widespread showers and some embedded thunderstorms willaffect the area into Friday as Tropical System Heleneapproaches and interacts with a nearby stalled frontalboundary. Periods of heavy to, at times, torrential rainfallare expected from this, which may lead to incidents of flashflooding.
